Update 04/17/02
After months of delays, the Division of Apprenticeship Standards (DAS) has
finally released the revised regulations supporting AB 931. You will recall
that AB 931 was passed into law in 1999, and called for the creation of a system
of certification for electrical workers in California. Last year, interested
parties were allowed to submit comments both in writing and in person. FLAC
helped coordinate the response to the regulations, and we were present for the
public hearings in Los Angeles and San Francisco.
We are pleased to report that the regulations have been somewhat improved.
Electricians will no longer be required to provide their Social Security
numbers, home addresses, and home telephone numbers to the DAS. Had these requirements been preserved, the IBEW would have had a very handy list with which to go recruiting. In addition, the certification examination "may" be
available in Spanish, thereby giving minority workers at least some opportunity
to remain in the trade. These improvements are due at least in part to the
efforts of FLAC and contractors like yourselves.

and click on the "proposed modified regulations" link. Please take this opportunity to review the regulations and send in your comments. Encourage the DAS to specifically recognize alternative means of training to be an electrician, such as community colleges and vocational schools. Remember, the IBEW is trying to use the power of the state to FORCE your employees to join union apprenticeship programs.
